He was then asked what he thought of Volquez's command in the first inning of what became a 4-1 win over the Netherlands in the semifinals when Volquez walked the first two batters he faced, which led to the only run of the game.
"He has that in him," Black said.
Black saw similar performances from Volquez a year ago when he walked 105 in 182 2/3 innings in his first season with the Padres.
Volquez, who last pitched for the Padres on March 2 before leaving for the Classic, will rejoin his team Wednesday, when he'll continue to work closely with pitching coach Darren Balsley on his command.
"That's going to be a focal point for Darren, Volky and us," Black said.
Volquez is considered a strong candidate to pitch Opening Day against the Mets on April 1 at Citi Field.
